  Safety at the port

Internal order, movement and loitering of workers and clients on the ports premises (enclosed area of free zone (FZ)) are regulated by the Rules on internal order in the area of the port of Koper and in its business premises.

Security at the port of Koper is provided by the Security Department of Luka Koper, d.d.. On 28th June 2010 Mr. Boris Kankaraš was appointed Port Facility Security Officer (PFSO) by the Slovenian Maritime Administration.

A video surveillance system is set up in the FZ, which can record individual areas and operation processes. These recordings can be used by the Security Department as evidence when dealing with a violation or criminal offence, without having prior consent of a person on the recording.

Entering and exiting the FZ area

Workers and clients can be in the enclosed area of FZ only with a valid permit, issued by the Security Department upon a clients written request. Under the same conditions, a client can receive a permit at the porters station at the entrance to the FZC immediately before entering, for a single entrance to the FZ.

For the entire area of FZC and for its individual parts, taking photographs or recording is allowed only with a permit, granted by the Security Department upon a clients written request and with the agreement of the owner of the goods if goods are in question. It is valid only in combination with the FZ entrance permit.

Traffic and parking of motor vehicles

It is permitted to be on the FZ premises with passenger motor vehicles which are not in the possession of Luka Koper d.d. only with a valid permit issued by the Security Department. This rule does not apply to police vehicles, Slovenian army, paramedics and fire-fighters vehicles.
All drivers are obliged to show a valid permit and allow the examination of the vehicle and passengers at the entrance of the FZ.

The drivers have to follow the traffic ordinance, regulated with traffic signalisation and according to the Security Department employees.

In order to enter the FZ area, the drivers have to pay a toll fee according to the price list of the port. Traffic for motor vehicles is allowed only on the designated transport paths. It is not allowed to drive or stop at the operational surfaces or access ways, except for the vehicles that are used by the workers of Luka Koper d.d. to perform their work
Parking is allowed only at the specified and marked parking zones.

Fire safety and measures in case of accidents with hazardous substances

Using open fire at the FZ area is allowed only with a permit, issued by the fire department of the Security Department.
Smoking is allowed in specified and marked zones.
If someone notices an immediate fire hazard, explosion or other type of accident, they should eliminate the hazard or put out the fire if that can be done without causing harm to themselves or others. In case of fire or other accident, notify the operator at the Security Department monitoring centre, telephone number:  +386 5 66 56 950.

Port security against terrorist actions

Our Security Department, together with the national authorities, carries out protective measures to prevent terrorist actions on the basis of the Security plan of the Port of Koper, which is in compliance with the requirements set by Solas Convention, ISPS Code and Regulation of the European Parliament and Counsel on increased protection of ships and ports.
