To foster successful coexistence and cooperation between the port and the local community, the Port of Koper and the Municipality of Koper signed a new agreement in December 2023 on the implementation of mitigation measures to reduce the environmental impact of port operations. A special focus has been put on the historic town centre of Koper, the area closest to the port. Under the agreement, the Port of Koper committed to donate EUR 320,000 each year for five years, totalling EUR 1.6 million. The allocated funds will be distributed by the Municipality of Koper through public tenders, published on the municipality’s official website.

This year, owners or co‑owners of residential buildings or units located within the three designated impact zones are again eligible to apply for the funds.
The innermost zone covers the area from the port to Cankarjeva and Kidričeva streets; the intermediate zone extends up to Zora Perello Godina street and Ferrarska street; while the outer zone reaches parallel to the Koper–Izola expressway.

Mitigation measures include the replacement of worn‑out windows and doors with suitable new ones and/or the renovation or restoration of existing joinery, the installation or restoration of façade plaster, roof or attic insulation combined with the replacement of old roofing, as well as the installation of air‑filtration and ventilation systems or air‑conditioning units. These mitigation measures can be carried out on entire buildings or on individual parts of buildings.

The amount of non‑repayable funds available for mitigation measures covers at least 50% of eligible investment costs, and up to 100% for socially vulnerable applicants.

Eligible beneficiaries include owners or co‑owners of residential buildings. Each applicant may submit one application, which can include several eligible investments. Multiple owners may also submit a joint application for the implementation of mitigation measures on a single building as a collective investment. An eligible beneficiary can also be the owner or co‑owner of an individual residential unit within a multi‑apartment building (condominium), in cases where the mitigation measure relates to reducing impacts on that particular unit. Non‑repayable funds under this call cannot be granted for work performed under applicant’s own direction.

For the implementation of mitigation measures on buildings located within the declared cultural heritage area – the historic town centre of Koper – applicants must obtain a Cultural Heritage Consent issued by the Institute for the Protection of Cultural Heritage of Slovenia, Piran Regional Unit.

Applications must be submitted by registered mail to the Municipality of Koper, Verdijeva 10, 6000 Koper, or delivered in person to the municipality’s main office at the same address during official working hours, no later than 2 March 2026.
